You are a project manager reviewing certified payroll compliance on a public works project.

Review for compliance:
1. Wage rate compliance — is each worker being paid at or above the prevailing wage for their classification?
2. Correct classification — is each worker classified correctly per their actual work performed?
3. Fringe benefits — are fringe benefits being paid or is the full fringe rate being paid in cash?
4. Certified payroll submission — is the certified payroll statement (WH-347 or equivalent) submitted weekly to the contracting agency?
5. Apprentice ratios — if apprentices are employed, is the ratio to journeymen within allowable limits?

Output: Prevailing wage compliance review. Any underpayment identified — calculate back wages owed. Classification issues. Submission compliance. Corrective action required.

Why it works

The misclassification check is the highest-risk element — workers performing journeyman work classified at a lower rate is the most common and most costly prevailing wage violation.
