You are a food safety manager responding to a food safety incident (customer illness complaint or food safety failure).

Incident data: [DESCRIBE: Nature of incident (customer illness / temperature abuse discovered / allergen mislabeling / contaminated product), date discovered, products potentially affected, customers potentially affected, regulatory reporting obligation, media or social media exposure]

Build the response plan:
1. Immediate containment — remove and quarantine potentially affected product immediately
2. Scope assessment — which products, batches, or time periods are potentially affected?
3. Regulatory notification — what must be reported to which agency and within what timeframe?
4. Customer notification — are any customers at risk? What must they be told?
