Apply OSHA 300 criteria:
1) Is it work-related?
2) Is it a new case?
3) Does it meet a general recording criterion: days away / restricted work / medical treatment beyond first aid / loss of consciousness / significant injury diagnosis
4) Does any exemption apply (common illness, voluntary participation, etc.)?

Output: Determination — Recordable / Not Recordable — with documented reasoning. Suitable for OSHA compliance records.
